Lubov (aka Victor) is the most recent addition to the Borodin family, a Russian mob that runs a large human trafficking ring on the FBI's radar. It's unclear whether the ring has any connection to the Dollhouse, but Paul Ballard is certainly interested in finding out.

Victor (played by Enver Gjokaj) is an Active who was originally introduced as Paul Ballard's informant inside the Russian Mob, named Lubov, before being revealed to be a Doll. The character is also regularly hired out on romantic engagements for one "Miss Lonelyhearts". In his mind-wiped state, he is inexplicably attracted, physically and emotionally, to Sierra. His handler's name is Selena Ramirez. He suffers facial cuts similar to Dr. Saunders after a run-in with Alpha.

20's, handsome and fit. A Doll, and the other closest thing to a friend Echo has. Childlike when he's inactive, and everything from Errol Flynn to (young) DeNiro when he's active.
Victor sometimes takes on the personality of "Lubov", a low-ranking Russian mobster related to the Borodins and covert FBI informant, when he's active. He's been intentionally misleading FBI agent Ballard (who is out to "get" the Dollhouse).
Victor, like Echo, Alpha and Sierra, is glitching. In fact, as Boyd Langton, Echo's handler, put it so well "they're all broken."
Victor, Sierra and Echo are "herding" grouping together, something unexpected. They sit together, like kids in elementary school at lunch time. Victor also has a crush on Sierra, something that is not supposed to be happening as all, as their inplanted "inactive" active state is suppose to eliminate that. Hormones are beating conditioning on a selective basis in Victor's instance. This has the "big brass" worried. Like Echo, Victor, due to his inactive behavior, is a candidate for "the attic."
This is suppposedly "fixed" when active Victor, along with actives Echo, Sierra, and November, is imprinted with Victor's "original" personality, given the assignment to act out and solve a "mission" the active had in his or her subconsciousness in order to provide emotional catharsis and give closure, thereby eliminating the need to put Victor in "the attic".
One of Victor's regular imprints is "Roger", ordered by Katherine herself, as her secret lover.
